Okay so just checking because this is worded weird, but each serial number is good for 4 lottery ticket entries for each performance day.
So a serial number is good for 4 day one lottery entries and 4 day two lottery entries right? I'm trying to map out how many I plan on buying

I'm not completely sure what you mean, so sorry if some of this you already knew.
Applying for tickets for multiple people in the same application is for when you want to go to the concert together with friends. If you win, all of your group (1-4 people) get tickets, and if you lose none get tickets. Generally for Love Live concerts, your friends also need to have their own e+ accounts and you need to add them as contacts and choose them as your accompanion when applying.
So don't apply for "2 people" in one application to increase your own chances. If anything it would probably lower your chances since I'd assume winning two tickets has a lower probability than winning one.
However, if you mean buying multiples of items containing these serial code slips ("lottery entry tickets" in the screenshot) to increase your chances, yes indeed that is what many people do. For example you could buy three copies of this acrylic panel, get three serial codes, use them to do three separate applications all for just 1 person, and then you'd have three times the probability to win. At most one application can win so there's no risk of getting redundant tickets, and you'll pay only upon winning, not when applying.
Also note that this is the system intended for Japanese residents, so you need to have an e+ account with a Japanese phone number registered and all that to be able to participate in the first place. There might be a package for overseas fans later down the line.

The biggest hurdle in making a eplus account is the requirement of a japanese phone number, getting a phone number isnt the problem, the problem is that you need to be connected to the japanese cellular network to finalize your account, IE you need to be in japan to finalize and create account. Normal final verification sometimes is just a simple email verification but for eplus they will call you phone and you need to pick it up to verify your phone number is real.
When I was in japan I got a japanese sim card with a japanese phone number and created my eplus account and applied for 3 lives already with the eplus account. That being said getting a eplus account is something you can do but that is assuming your going to 1 live per year kind of thing.
