Back in the day I used to follow a bunch Otaku blogs and the like that hyped up the place to be some kind of anime heaven. When I went this year it didn’t feel any more anime/manga culture focussed than the rest of Tokyo, especially Shibuya.
Sure there were a bunch of famous stores like AmiAmi, Mandarake and a bunch of Maids but it felt very sterile overall. I couldn’t find any independently published content either. Due to anime like Genshiken and Lucky Star I was under the impression that Akihabara had a Tora no Ana but apparently they moved to Ikebukuro.
I don’t know, it just doesn’t feel ‘freaky’ the way I thought it would. It’s just a road full of tourists buying the latest One Piece/Demon Slayer/Haikyuu gear or whatever.
Is this due to the overtourism and mainstreaming of anime/manga culture? Rising rent prices? Proliferation of e-commerce? Has the niche stuff just moved elsewhere? To Nakano?

Don't forget that international tourism for Japan has increased MASSIVELY over the last 15 years. Akihabara obviously gets a lot of attention because every single piece of media labels it as "anime heaven". Combined with anime being much, much more accepted nowadays, as opposed to 30 years ago, and you can see why the normies flock to the place.
Hell, I'm surprised that GAMERS is still around (or do they no longer sell the p rn comics?). Last time I was there I didn't go inside, but did check it out on a trip before that and easily found the a ult stuff.
Anway, I feel like that, unless you actually live there, speak the language and have time to walk through all the little sidestreets housing the smaller shops, you'll never find the "sleazy" shops you're looking for.

Then Akihabara got advertised as the anime heaven internationally, but when people got there, they expected the mainstream stuff, many people getting borderline shocked by the adult oriented stuff being so casually on display. That did put some pressure to tame things and cater to the new demand for the more mainstream stuff.
But yeah e-commerce is absolutely a reason why stores like Toranihana closed, there is still a MelonBooks in Akihabara and they have a web pickup location that have galleries on the upper floors that had really a ult stuff when I went.
The thing I was personally looking for in the last year in Akihabara is vtuber merch, while the most popular ones are sometimes reaching mainstream media, they do have good presence in Akihabara to the point of getting dedicated store.
Still personally think that the concentration level of anime/manga stores in much higher in Akihabara than in most area of Tokyo. And doubt you would find as many stores with an adult section in most other area like Shibuya.

You really have to go explore the smaller shops. I was able to find some 90s anime stuff in the hobby shops. Slayers, rurounin Kenshin, Berserk. Found old anime merc at Nakano Broadway. I got a 10 pack gundam 0079 gacha bag for like $6. Honestly I like Osaka Den Den Town more than Aki. Cheaper prices. You can also look to Bic Camera or Yodobashi for merc They have whole floor dedicated to Anime/Hobby/Gunpla.
