Let me break this down as much as I can.
Clue 1
We'll assume off the coast of Japan, in Japanese territory.
From the ship, the crew, and the fact that this would be illegal to dump in the ocean, I am guessing Oda has gotten permission from the Japanese coast guard and the treasure has tracking so they can find later. This is substantiated by the red and blue which are the JP coast guard colors and JAMSTEC being mentioned in the description of the official video.
Clue 2
No land can be visible from the drop point when looking southwest.
The sun would be setting Southwest at ~4:00 PM, we have a high angle shot with no land in the horizon. So if the camera/ship is looking SW into open water, the coast should be behind us / to the NE. (Based on the drones height we can probably see 30-50km out)
Clue 3
Must be at 600 meters depth where sediment isn't disturbed often.
The drop point under the ocean might be our best clue - the sediment. This is a silty fine sediment. Which means it's not being blasted by strong bottom currents.
Best Guess:
Suruga Bay, Shizuoka.
Close to Tokyo where Oda lives. Fits all clues, easy to get to, easy to retrieve, no strong bottom currents, no land could be seen if you were looking south west, and a familiar testing ground for JAMSTEC.
Extra Notes: The map pieces could be just art pieces but they could be real clues. I also didn't rule out that the footage may be fake or doctored but let's assume it's real so we have something to work with.
If we find the One Piece, I vote we destroy. Just like in stampede.

【結論：俺の予想】
静岡県の駿河湾。
尾田先生が住む東京からも近い。すべての条件に合致するし、アクセスも回収もしやすい。強い底層流もなく、南西方向を向いても陸地は見えない。それにJAMSTECにとっては馴染みの深い実験場でもある。
補足：地図の破片はただのアートかもしれないけど、本物のヒントの可能性もある。映像がフェイクの可能性も捨てきれないけど、とりあえず本物だと仮定して動いてみよう。
もし「ひとつなぎの大秘宝」を見つけたら、俺は破壊する方に一票入れるよ。『STAMPEDE』の時みたいにな。
